Tampa sits at the head of its bay, with Hillsborough Bay on one side of the city's southern peninsula and Old Tampa Bay on the other. In September 2024 that water came up the driveways, and a few weeks later Milton drained the bay below its normal level before dumping nearly a foot of rain on the airport. The housing is just as mixed, from 1910s bungalows in Seminole Heights to 1990s master-planned streets in Westchase. Below are the problems each setting produces, and the permit and wind questions that follow a replacement.
Helene's seven feet of surge, Milton's blowout tide
Hurricane Helene passed well offshore on September 26, 2024, yet it pushed five to seven feet of water above ground into Tampa Bay neighborhoods. The East Bay gauge reached 7.2 feet above mean higher high water, Old Port Tampa 6.8 feet and St. Petersburg 6.3 feet, each a record for its site, and at least 419 homes in Hillsborough and Pinellas were destroyed. Two weeks later Milton's offshore winds dropped the same bay more than five feet below normal before its rain set a record crest on the Hillsborough River and left 11.7 inches at Tampa International Airport.
Salt water does slow damage. The photo eyes sit within inches of the slab and go under first, then the bottom section, the bottom brackets and the cable ends soak in brine that keeps eating steel after the floor dries. Before running the door again, cut power to a wet opener at the breaker and have a technician inspect the hardware; the bottom brackets anchor the lift cables under spring tension and are not a part to tighten yourself.
A trade permit, a virtual inspection and the photos the city wants to see
Inside the city limits, the Construction Services Division of the Development and Growth Management Department treats a garage door replacement as a building trade permit: no plan review, an application through Accela Citizen Access, and an inspection that may be done virtually. Its checklist asks for the Florida Product Approval and photos of the manufacturer's label with the model and wind rating, the vertical and horizontal bucks and their fastener spacing, the horizontal reinforcement, the seals and the safety devices, so a good installer photographs the job as it goes.
Carrollwood, Citrus Park, Town 'n' Country, Westchase, Lutz, Brandon, Riverview, Apollo Beach and Sun City Center lie outside any city, so their permits run through Hillsborough County on the HillsGovHub portal, while Temple Terrace and Plant City keep their own building departments. Across the bay, St. Petersburg, Clearwater, Largo and Pinellas Park each permit their own doors, Palm Harbor goes to Pinellas County, and Pasco County covers New Port Richey's neighbors. Our Florida permit guide lists what every one of them expects in the application.
Inside or outside the county's 140 mph line
Hillsborough County publishes a map of where the design wind speed for houses reaches 140 mph, the threshold that puts an address in the wind-borne debris region. Davis Islands, Hyde Park, Palma Ceia, Westshore, downtown, Seminole Heights, Carrollwood, Citrus Park, Town 'n' Country, Westchase, Riverview, Apollo Beach, Ruskin and Sun City Center fall inside it; Brandon, Valrico, Lutz, Tampa Palms, Temple Terrace, Plant City and FishHawk fall outside.
Inside the line, any glass in a garage door must be impact-rated or covered by approved protection, and many owners choose an impact door outright. Outside it, the door still needs a wind-load certification matched to the opening. Tampa is not in the High-Velocity Hurricane Zone, which stops at the Broward line, and our ratings guide explains what that difference means on the label.
Bungalow garages and garage apartments under the Architectural Review Commission
Tampa has four local historic districts: Hyde Park, Seminole Heights and Tampa Heights under the Architectural Review Commission, and Ybor City under the Barrio Latino Commission. A Certificate of Appropriateness comes before the building permit for any change to original exterior features, with minor items approved by staff and the rest heard at a public hearing.
Seminole Heights holds a large concentration of bungalows built between 1912 and 1939. Detached garages were rare in its first years and common later, often with a garage apartment above, so the opening is narrow, the header is low and the structure carries living space. A low-headroom track or an opener mounted on the wall beside the torsion shaft solves the clearance, and a steel or composite carriage-style door keeps the look without the upkeep wood needs in this humidity.
Westchase, FishHawk and New Tampa: builder doors reaching their first replacement
The suburbs that ring the city were laid out as planned subdivisions: Westchase from 1991 and FishHawk Ranch in Lithia through the 1990s, both on county land, and Tampa Palms inside the city's New Tampa district. Houses from those years usually still carry the builder's package, an uninsulated steel door on standard-cycle springs with an entry-level chain-drive opener, and a family that runs the door several times a day wears that package out faster than the brochure promised.
When one spring on a two-spring door breaks, ask about replacing both and about high-cycle springs rated for more trips. Deed restrictions here usually govern color, panel style and glass, so keep the current door specification with the house papers, and check whether the builder's warranty still covers the opener before anyone works on it. West central Florida's rainy season runs from May 25 to October 10, so a tired bottom seal on one of these doors is worth replacing before the afternoon downpours return.
