Valrico is a census-designated place of 37,895 people on 13.8 square miles along the Brandon-to-Plant City highway, bounded by Bloomingdale and FishHawk to the south and threaded by Bloomingdale Avenue and Lithia Pinecrest Road. The census figures date the typical house to 1996: a third of the homes went up between 2000 and 2009, a quarter in the 1990s and a fifth in the 1980s, four in five are detached single-family houses and four in five are owner-occupied, in platted subdivisions such as Bloomingdale, Buckhorn, River Hills Country Club, Twin Lakes, Lithia Ridge, Diamond Hill and Copper Ridge.
A suburb built in two decades ages in two decades, so the springs, rollers and openers installed around 2000 are now due together. The sections below cover the county's permit desk, the ground underneath the slabs, what Milton and Irma measured here, and the strawberry-country climate that works on hardware year-round.
HillsGovHub and the exemption the county reads generously
Development Services reviews every building plan in the unincorporated county for compliance with the Florida Building Code and schedules inspections through that same system, which accepts applications at any hour. A replacement garage door goes in as a permit with the product approval and the manufacturer's installation instructions attached, and the code does not demand sealed drawings for a same-size door going into the same opening to those instructions.
Since July 1, 2026, the county has applied the state's new waiver for single-family work below the 7,500 threshold, and its published list of possible exemptions names siding, soffit, exterior window replacement, exterior door replacement and non-structural roof work, a broader reading than many Florida offices have taken. Three conditions still apply: the lot cannot touch a flood hazard area, the work cannot be structural, electrical, plumbing, mechanical or gas, and a request with the contract must be filed through that system before anything starts. Whether a wind-rated overhead door counts as an exterior door under that list is the county's call on each request, so ask before relying on it. Our Florida permit guide walks through the standard application for everyone else.
Below the debris-region threshold, 20 miles from the Gulf
The county's own wind map keeps all of Valrico, from the highway crossroads to Bloomingdale, below the 140 mph speed that triggers the debris rules; the state map runs that contour about nine miles to the southwest, and the shoreline sits on it. An ordinary home here is therefore outside the wind-borne debris region, so impact-rated windows in a garage door are optional in Valrico, and a replacement needs the pressure label for its opening but not the missile test. Why a door 20 miles west needs more is explained in our Florida door guide.
The state's My Safe Florida Home program still lists garage doors among the opening improvements it funds for homesteaded, site-built houses built before 2008, with a two-to-one state match up to a cap after a free wind-mitigation inspection; its terms have changed more than once, so check the current ones before budgeting around it.
The Brandon karst and the night of the Seffner sinkhole
The water district's river study describes a Brandon Karst Terrain of about 40 square miles north of the Alafia River and west of Lithia Springs with a high density of ancient and modern sinkholes, and the state geological survey holds 618 subsidence reports for the county, more than any other in Florida, 147 of them from 2010 alone, when January freeze pumping by strawberry growers dropped the aquifer 60 feet in places and opened about 140 sinkholes. Fourteen of those reports fall inside the Valrico boundary, eight of them from that winter.
The one everyone remembers is its record 10-1084 in neighboring Seffner, dated March 2, 2013: a true sinkhole 50 feet across and 70 feet deep that opened under a bedroom and killed Jeff Bush as he slept, then reopened in August 2015 and again in July 2023. Most movement is quieter, and a garage door gives it away: a gap opening beneath one side, a door that meets the floor at one corner before the other, tracks pulled out of plumb or a fresh crack running from the slab into the jamb. The county promises to follow up on any sinkhole report within a day, and a technician can re-hang the door once the ground is checked, not before.
Milton's 11.11 inches at Valrico and the Alafia's 24.36 feet
Milton made landfall on Siesta Key at 8:30 p.m. on October 9, 2024, as a category three and crossed the county overnight. A rain station 2.2 miles southeast of Valrico caught 11.11 inches, the long-term station at Plant City 13.05 for the storm and 13.76 for the month, its wettest October since records began in 1892, and a gauge west of Lithia 9.67, while a nearby weather station gusted to 68 mph and the airport reached 93. The Alafia River at Lithia crested at 24.36 feet on October 11, the second-highest stage in that station's record after 28.50 feet in September 1933, and the county counted 124 injuries and one direct death.
Irma's center passed near Plant City at 1:09 a.m. on September 11, 2017, with a spotter's barometer reading 964.4 and an 82 mph gust, and stations 1.1 and 2.2 miles southeast of Valrico recorded 6.52 and 6.31 inches; the river reached 22.79 feet. Debby in August 2024 brought gusts of 55 to 65 mph and 6 to 12 inches of rain to the county, and Helene a month later produced 60 to 70 mph gusts here while its surge stayed on the coast. The lesson for a garage is rain, not wind: a door that sat in a wet garage for a day needs its bottom section, rollers and sensors looked at, and the opener's circuit board checked if the water reached the outlet.
Lightning Alley, a four-freeze winter and strawberry season
The weather service calls the corridor from Tampa Bay to Titusville Lightning Alley, the most lightning-struck stretch of the nation, with more than nine strikes in ten between May and October; the rainy season here runs from about May 25 to October 10 and peaks from July into early September on daily sea-breeze storms. A surge protector for the opener and a quick wipe of the photo eyes after the afternoon storm are the cheapest insurance in the garage.
That same station's normals show 53.56 inches of rain a year and 4.2 nights at or below freezing, against 1.3 at the Tampa airport, and the county leads Florida in strawberries, picked from November to March on more than eleven thousand acres. Winter brings the one cold snap that stiffens old grease and snaps a tired spring at six in the morning, and the long summer dries bottom seals and bakes the west-facing doors of the 1990s subdivisions; an insulated replacement section or a full insulated door takes the edge off both.
What the county's tornado record says about a stuck door
The storm prediction database holds 152 tornadoes for the county from 1950 on, most of them weak, with four tracks starting inside the Valrico boundary between 1972 and 1983, two of them F2s; the deadly outlier was the April 4, 1966 F4 with eleven deaths. The October 2024 outbreak of 45 tornadoes stayed south of the county line. A door bent by a brief wind event looks like a door bent by a car: a creased top section, a cable unwound from its drum, tracks pulled from the jamb. Leave it where it stopped, pull the opener's plug and let a technician release the spring tension before anyone tries to force it.
