Boynton Beach is two places that share one name. Inside the city limits, where the 1913 schoolhouse and the restored 1927 high school anchor Town Square, the median house was built in 1984 and nearly half the housing stock went up in the 1970s and 1980s. West of Lawrence Road and Military Trail, out past Jog Road and the Turnpike, most addresses that say Boynton Beach sit on unincorporated land, and the census puts almost half of all homes in buildings of two units or more, a share that climbs in the villa and condominium communities.
That split decides who issues the permit, which chart the pressures come from and how old the door probably is. The inlet, the drainage canals and two decades of storm readings fill in the rest.
Ocean Avenue or Jog Road: which desk owns your address
Inside the city, the Building Division works from the first floor of the municipal building on East Ocean Avenue and runs every step, submittal to close-out, through the SagesGov portal; inspections are booked online by three in the afternoon the day before. Instant permits exist only for air-conditioning, water-heater and re-roof change-outs, so a garage door goes through full review. Downtown, the mall on Congress Avenue, Hunters Run and Leisureville are inside the line; the boulevard corridor from Military Trail out to Jog Road, Quail Ridge and everything beyond the Turnpike are not, and those owners file with the county's permit office on North Jog Road or its south-county branch in Delray Beach, through the ePZB system.
Both desks treat an overhead door as a permit. The county's brochure of work that needs none exempts an exterior door replaced within its existing jamb once in twelve months, then adds the words excluding overhead doors; the city's page on the 2026 small-job exemption names windows, doors, shutters and garage doors as work not allowed without a permit, and a June 25, 2026 memo from the county's building official says the exemption applies nowhere in the county because all of it is designated flood hazard land. One more city rule, from its retrofit memo: the fastening of a replacement door is inspected before anything conceals it, a photo affidavit can stand in for that visit, and any change to the bucks or anchors shown in the approval needs a signed and sealed engineer's letter. What goes into the county and city applications is covered in our permit guide.
A wind-load chart with its own garage-door column
On the state map the 170 line runs just offshore and the 160 line lies about 16 miles west of downtown, so the whole community sits in the band between them. Rather than interpolate, the city publishes a chart drawn for 170 mph and Exposure C that carries a column just for garage doors: an eight-by-eight door needs about plus 38.6 and minus 48.2 pounds per square foot, a sixteen-by-seven double about plus 37.0 and minus 45.0. Lots on the Intracoastal itself fall under Exposure D and need site-specific calculations instead.
The county is not part of the High-Velocity Hurricane Zone, so a state product approval is enough, but all of it counts as wind-borne debris territory, which puts an impact requirement on any window in the door; a windowless door carries the pressure rating alone. A house built before the 2002 code that replaces a quarter or less of its glazed area in a year keeps the older glass rule but still needs the full pressure rating. How a door earns those ratings is the subject of our Florida door guide.
What a 1984 door has usually been through
A median build year of 1984 means a large share of doors here are on their second or third set of springs and often on an opener that predates the 1993 federal rule requiring photo-eye sensors. Steel of that age rusts from the bottom section up, galvanized hardware pits in the humid air, and center hinges on wide two-car doors crack after a few hundred thousand flexes. Those are repairs, not replacements, and none needs a permit.
Ownership is the other wrinkle. Roughly a third of occupied homes are rented, and almost one home in eight sits in a building of fifty units or more, so the door may belong to a condominium association or a landlord rather than the person who uses it. Read the governing documents before ordering: some associations replace exterior doors themselves, others hand owners an approved model list, and a few insist on a like-for-like match so the row stays uniform.
Two landfalls in three weeks, a 119 mph reading and two small tornadoes
During Frances, on September 5, 2004, an observer in Boynton Beach logged 977.3 millibars, gusts of 70 and 76 mph and 9.56 inches of rain; Jeanne came ashore at the same point of Hutchinson Island three weeks later as a 120 mph storm. On October 24, 2005, a station in west Boynton Beach, which the hurricane center lists as unofficial, recorded 953.2 millibars, 78 knots sustained and a 103-knot gust, about 119 mph, while the center judged that parts of the county likely saw category-two conditions. Irma in 2017 produced a 78 mph gust at a local weather station and 7.56 inches at a gauge a mile west-northwest of town, and Nicole in November 2022 managed only 44.
Two tornadoes have touched the city since, both rated EF-0 at 80 mph: one on October 28, 2017, running a quarter mile from Oak Street and Shady Lane to Sausalito Circle, the other on April 28, 2023, crossing west of I-95 at SW 23rd Avenue into the High Point neighborhood. A door that took any of this and still runs rough should be checked for a bent track or a cable that jumped its drum before the next season, with the opener left unplugged until then.
The inlet, Zone AE by the marina and the canal district
The South Lake Worth Inlet, the Boynton Inlet to locals, was cut in 1927 between Manalapan and Ocean Ridge, 130 feet wide and eight feet deep at low water; the county dredges its sand trap every six years and pulled more than 55,000 cubic yards out in 2025. Salt rides the sea breeze inland from there, and doors near the Intracoastal show it first in rusted lift cables and seized rollers, so stainless or heavily galvanized replacements are worth the small premium east of Federal Highway.
The flood map draws a coastal Zone AE, base elevation 10 feet, around the harbor marina and Intracoastal Park, while downtown, Hunters Run and Quail Ridge sit in Zone X on ground about 16 to 19 feet above sea level. New county maps took effect on December 20, 2024 and raised the base elevation by a foot or more on more than 16,000 parcels. The city's Class 5 standing in the Community Rating System, effective April 1, 2022, takes a quarter off flood-insurance premiums inside the special flood zone and a tenth off outside it. Behind all of it the drainage district moves water through about 500 miles of canals and 20 major control structures across roughly 200 square miles, which is why a wall outlet for the opener belongs well above the slab in a garage that backs onto one of them, and why the pre-season tune-up belongs in April, before the wet season begins.
