West Palm Beach is the seat of Palm Beach County, but its name covers far more ground than the city itself. Century Village, Golden Lakes and Westgate use the city's postal name while sitting outside its limits, and the Acreage lies farther west still. That gap between mailing address and city line decides which building department reviews a new garage door.
The houses are just as varied: 1920s Mediterranean Revival homes in El Cid, bungalows in Grandview Heights, post-war block houses west of Military Trail, and gated communities such as Ibis and RiverWalk that the city annexed in the 1980s and 1990s.
Thirty-nine cities, one county line: where your permit comes from
Palm Beach County has 39 incorporated municipalities, each with its own building office. Inside West Palm Beach, a garage door replacement is permitted by the city's Development Services Department through its Building Division and the Civic Access portal. Beyond the city line, the county's Planning, Zoning and Building Department takes over through its ePZB system, and its published list of jobs that need no permit covers swapping an entry door but specifically excludes overhead garage doors.
The line runs in unexpected places. Century Village, Golden Lakes and Westgate sit outside the city despite their addresses, and so is the Acreage along Loxahatchee's grid of roads, while Ibis, RiverWalk, Andros Isle and Baywinds were annexed into the city. The taxing authorities on your tax bill settle it. A state law effective July 1, 2026 lets owners request a permit waiver for small jobs, but not for structural work or parcels in a flood hazard area, so ask the department before anyone skips the permit process.
Outside the High-Velocity Hurricane Zone, inside the debris region
The HVHZ stops at the Broward County line, so a West Palm Beach door does not need the Miami-Dade style of approval, but the whole county sits inside the wind-borne debris region. A replacement door needs a state approval rated for the pressures at your parcel and the width of your opening.
Glass changes the requirement. Any window in a garage door here must pass a large-missile impact standard or ANSI/DASMA 115, while a solid door may be non-impact as long as it is pressure-rated. How to read those ratings, and why they change at the county line, is covered in our hurricane door guide.
El Cid, Flamingo Park and the garage door row in the COA matrix
The city has 18 locally designated historic districts, from the 1910s and 1920s bungalows of Grandview Heights to the Mediterranean Revival houses of El Cid, built mostly between 1923 and 1926. Exterior changes there need a Certificate of Appropriateness, and garage doors have their own row in the city's approval matrix.
A new door in the same material, style and size is checked by staff with the permit; switching material or style is a minor certificate staff can still sign; only enlarging or moving an opening on the street-facing side goes to the Historic Preservation Board. Paint color is not regulated at all.
Post-war houses west of Military Trail and the state's mitigation grant
The city pushed west past Military Trail in the 1950s, and the next decade brought building on a far larger scale. Those single-story block-and-stucco houses anchor a door well when fasteners reach sound material, but track brackets often go through the wood that lines the opening, and framing softened by rain or hollowed by termites will not hold.
A door from that era rarely carries a design-pressure label. For a homesteaded house built before 2008, the My Safe Florida Home program lists garage doors among the opening upgrades its grants can fund, with the state adding two dollars for each one the owner spends up to a cap, after a program inspection. Funding opens and closes, so check its status first.
Lagoon salt, a five-month wet season and the termite that eats wood doors
The Lake Worth Lagoon runs 20 miles from North Palm Beach to Ocean Ridge and is brackish, fed through the Lake Worth and Boynton inlets. Within a few blocks of it, springs pit and snap sooner, lift cables fray at the bottom brackets and roller bearings seize; a freshwater rinse of the door and tracks after windy days slows all three.
Inland, the enemy is moisture. The National Weather Service dates the wet season from May 15 to October 15, when afternoon downpours keep the bottom seal and lowest panel damp for months, so weatherstrip hardens, steel bottom sections rust from inside and photo eyes fog. Wood doors also feed the West Indian drywood termite, the leading drywood pest of wooden items in Florida; six-sided pellets piled below a door or jamb are its sign.
Frances, Jeanne and Wilma: what three landfalls taught local garages
In September 2004, Frances and Jeanne came ashore three weeks apart on Hutchinson Island just north of the county, and Frances alone dropped more than a foot of rain on the city's airport. On October 24, 2005, Wilma exited the state near Palm Beach Gardens where instruments recorded sustained winds of 82 mph and a peak of 101 mph, and more than three million customers lost power statewide.
- Before a storm, close and lock the door, fit any braces the manufacturer supplied, and unplug the opener so the surge that arrives with restored power cannot cook its board.
- During an outage, pull the red release cord only with the door fully closed; a door that will not lift by hand probably has a broken spring, which is not a homeowner repair.
