Single-story stucco ranch home with a white two-car garage door under live oaks and pines after a summer rain in Florida

Jacksonville and Duval County consolidated in 1968 into a city of roughly 747 square miles of land, while the three Beaches cities and Baldwin kept their own governments. That patchwork, a wind-speed boundary drawn down the middle of the county and a tidal river that set a flood record in 2017 shape garage door decisions here more than most owners expect.

Ordinance 320.103: 125 mph west of the line, 130 mph east

The city sets its design wind speeds by ordinance. The demarcation line starts in the middle of the St. Johns River at the county's southern edge, follows the river north to Interstate 95 at the Fuller Warren Bridge, then runs up I-95 to the Nassau County line. Houses west of it are designed for 125 mph and houses east of it for 130 mph, which puts San Marco, Arlington, the Southside and Mandarin on the stronger side and most of Riverside, Ortega and the Westside on the milder one.

Exposure matters as much as the number. The city's window and door worksheet treats a lot within 600 feet of the water's edge, or facing open terrain or water for 5,000 feet, as Exposure D, which raises the pressures a riverfront or oceanfront door must carry. Within a mile of the Atlantic the wind-borne debris rules apply as well, so a door at the Beaches or Mayport with glass in it needs impact protection. How those ratings work is explained in our Florida ratings guide.

Five permit desks in one metro, and a worksheet with a garage door table

Inside the consolidated city, permits come from the Building Inspection Division, now part of the Department of Public Works, and every application goes through the JaxEPICS portal. Its window and door replacement worksheet has a table just for garage doors asking for the manufacturer, model, design pressure and Florida Product Approval number, a good preview of what any installer must have in hand.

The Beaches are separate: Jacksonville Beach, Atlantic Beach and Neptune Beach each run their own building office, and so does Baldwin. Across the county lines, St. Johns County's Building Department, Clay County's Building Division, Nassau County's Building Department and Baker County's Community Development Department take over. ZIP codes mislead, too: 32259 covers Fruit Cove and Switzerland in St. Johns County even when the address reads Jacksonville. Whichever desk it is, the permit itself follows the steps in our Florida permit guide.

Irma's river crest and Matthew's beach

Irma tracked up the far side of the peninsula in September 2017, yet a nor'easter, high astronomical tides, river surge and rain pushed the St. Johns at the Main Street gauge to 5.57 feet on September 11, an all-time record that beat Hurricane Dora's 1964 mark by 1.45 feet. Crews made about 350 water rescues, many in Riverside and San Marco, and Black Creek at Middleburg set its own record the next day.

A year earlier, Matthew passed offshore on October 7 and 8, 2016, with gusts of 76 mph at the Beaches and Mayport and 82 mph at Fort Caroline, waves that tore away part of the Jacksonville Beach Pier, and dunes at Ponte Vedra cut back 30 to 40 feet. River water rises slowly, lingers for several tides and packs silt into tracks and the bottom seal, while beach-side salt spray corrodes hinges, springs and the cable fixtures at the bottom corners. After either, keep the opener unplugged until the wiring is dry, hose grit from the tracks, and have the drums and corner brackets examined, since rust there sits under the full spring load.

Springfield and Riverside Avondale: a certificate for any exterior change

Springfield and Riverside Avondale are the city's locally designated historic districts, and a Certificate of Appropriateness is required for any exterior work there, whether or not it shows from the street and even on buildings listed as non-contributing. The Historic Preservation Section of the Planning Department reviews applications, some go to the Historic Preservation Commission, and the city's door design guidelines cover garage door replacements specifically.

Riverside filled in between the Great Fire of 1901 and the 1920s bust, Avondale followed in Mediterranean Revival style from 1920, and Springfield's wood-frame houses date from about 1885 to 1930. Their garages usually stand behind the house with a narrow opening and little room above the header, so a low-headroom track or a wall-mounted jackshaft opener often replaces a ceiling rail. Old Ortega, listed on the National Register in 2004, has no local certificate requirement.

Fourteen freeze nights, pine pollen and 53 inches of rain

The international airport averages about 14 nights a year at or below freezing, and Glen St. Mary in Baker County about twice that. Cold thickens old grease on hinges and rollers and stiffens the bottom seal, so an opener that strains or reverses on a January morning usually wants fresh lubricant rather than a higher force setting.

North Florida's pollen season peaks in March and April, when pine dust films the safety-eye lenses until someone wipes them. Normal rainfall is just over 53 inches a year, and summer thunderstorms take out opener circuit boards, so a surge protector on the opener outlet is cheap insurance before June.

Bridges, decades and HOAs: from Arlington's ranches to Nocatee

The housing follows the bridges. Arlington boomed after the Mathews Bridge opened in 1953, Mandarin after the Buckman Bridge in 1970, and the newest subdivisions sit beyond the county lines: Oakleaf Plantation in Clay County from 2002 and Nocatee, approved in 2001, in St. Johns.

Planned communities add a design review of door style, top-section glass and color, and wind-rated doors are built to the opening and slow to swap, so get that approval in writing before ordering. Builder-grade springs and openers from the 2000s boom are now the most common reason a Mandarin or Oakleaf household calls on a weekend.

FAQ

Garage door questions from Jacksonville homeowners

Which design wind speed applies to our house in San Marco?

San Marco lies east of the demarcation line, so a replacement door is specified for 130 mph rather than the 125 mph used west of it. A lot on the river within 600 feet of the water also counts as Exposure D, which raises the pressures further.

Is a house in Jacksonville Beach in the wind-borne debris region?

Within a mile of the ocean, yes, because the mapped wind speed there is 130 mph. A door with windows must have impact-rated glass or approved protection, and the permit comes from Jacksonville Beach's own Building Inspection Division rather than the consolidated city.

Our Springfield garage faces the alley, not the street. Do we still need a certificate?

Yes. In the local historic districts a Certificate of Appropriateness is required for exterior work regardless of street visibility, and the city's door design guidelines cover garage doors. Apply before ordering so the approval is in hand when the permit is filed.

We're in Fruit Cove with a 32259 ZIP code. Who permits our new door?

St. Johns County's Building Department. Fruit Cove and Switzerland are unincorporated St. Johns County despite addresses that sometimes read Jacksonville, so neither the consolidated city nor JaxEPICS is involved.

The river came into our Riverside garage. Can the door be saved?

Often, if it is steel and was rinsed and dried soon after the water dropped; wood doors and soaked insulated sections fare worse. Have the bottom section, drums, brackets and opener checked first, and keep photos for the claim.
